Telangana Group 1 Examination Case: From Notification to Latest Judgment
Telangana Group 1 Examination Case: From Notification to Latest High Court Judgment
Exam Notification and Schedule
The Telangana State Public Service Commission (TSPSC) issued the official notification for Group 1 Services on February 19, 2024, opening online applications for 563 vacancies across various key administrative posts including Deputy Collectors and other civil service roles. The application period was from February 23 to March 14, 2024.
The recruitment process involved multiple stages: the Preliminary Examination held on June 9, 2024, followed by the Main Examination conducted between October 21 and 27, 2024. Candidates passing the Mains exam were to be called for interviews. Over 31,000 candidates qualified for the Mains, which comprised several written papers such as General English, Essay, History & Culture, Indian Society, Economy, Science & Technology, and Telangana Movement.
Emerging Controversies and Legal Challenges
Soon after the Mains exams concluded in October 2024, various petitions were filed alleging irregularities in the evaluation and result declaration. Petitioner candidates raised concerns about biased and arbitrary evaluation, favorable treatment for certain exam centers, low success rates for Telugu medium candidates despite high participation, use of unqualified evaluators, and mismatched roll numbers and suspicious scoring patterns.
The petitioners pushed for cancelling the results and called for an independent judicial inquiry citing lack of transparency and fairness. On the other hand, TSPSC defended the examination process as rigorous and compliant with rules.
High Court Single Judge's Judgment - September 2025
On September 9, 2025, Justice Namavarapu Rajeshwar Rao delivered a significant judgment by setting aside the Group 1 Mains results. The court directed TSPSC to manually re-evaluate all answer scripts following Supreme Court guidelines on moderation from the Sanjay Singh case.
The re-evaluation was mandated to be completed within eight months, failing which the Mains exam might be cancelled and re-conducted for candidates cleared in prelims. The judgment pointed out serious procedural lapses and emphasized the need for transparency and fairness.
Division Bench Interim Judgment - September 24, 2025
TSPSC appealed this order, and on September 23-24, 2025, a division bench consisting of Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin stayed the single judge's decision.
The division bench suspended the requirement for manual re-evaluation and cancellation of results, allowing TSPSC to proceed with issuing appointment letters and moving forward with the recruitment, albeit provisional pending final appeal outcome.
The court held that the evaluation issues raised lie within the administrative discretion of TSPSC and do not justify cancellation. The next hearing was scheduled for October 15, 2025.
Impact and Current Status
The legal battle has created considerable uncertainty for thousands of candidates. The initial cancellation order delayed recruitment, impacting governance staffing in Telangana’s civil services.
The division bench’s stay now permits the government to continue recruitment temporarily while safeguarding candidate rights through ongoing judicial review.
Conclusion
The Telangana Group 1 exam case highlights the challenges of ensuring fairness and transparency in large-scale government recruitments. The High Court’s intervention underscores the judiciary's role in balancing administrative discretion with candidate rights. With further court hearings expected, the case remains a key precedent in public service recruitment governance.
